Shipyard problem and Shield recharge ver 1.13

Hello,

I've found a problem with shipyard in version 1.3 of the game.

When your shipyard is destroyed during a battle there is no way that you can construct another one. The icon is grayed out and it is impossible to select it. In order to construct another shipyard you have to self destruct military base and and build it (military base) again.

Another problem I found is the shield recharge. When the hull is fully restored the shield should start recharging. Well it happens nothing. The shield rating shows "-7/max shield points (depending on the unit)" and just sits there.

I hope that you will fix this one.

i had this same issue with buildings on 1.12
sometimes id have to send ships back to the military base to fix the shield regen.
that and the gark hull regen upgrade for usf and alliance wasnt working.
Just followed your example, shout loud enough and someone will eventually take notice. - Garrus
